STEPS Network Meeting October 18, 2006

Purpose: The South Texas Exploration and Production Safety Network, commonly known as the STEPS Network, promotes safety, health and environmental improvement in the exploration and production of oil and gas in South Texas. The STEPS Network fosters a work environment that relies upon open communication and trust.
Rob Cox, DPS Trooper (Commercial Vehicle Enforcement) – Common DOT violations for the oil and gas industry:
- Do not have to have a cause to stop a vehicle and conduct a roadside inspection.
- Will request shipping papers, vehicle registration, proof of insurance, DOT authority, log book, etc.
- Level 2 DOT inspection will start at the left front and they will look at: lights (high and low beams), wipers, washers, windshield, lug nuts, tire wear, suspension, fuel tank cap, leaks in brake system, steering box, load securement, etc.. This inspection will take approximately 30 minutes.
- Level 1 DOT inspection will look at Level 2 items plus additional items.
- It a vehicle is placed out of service following an inspection the driver must notify the company. If the infractions are serious the vehicle will not be moved.

- 1547 permit allows gross weight to be exceeded by 5% and axle weight to be exceeded by 10 %. 1547 permit eliminates bridge law (bridge law – length of distance from steering axle to the last axle). 1547 permits not allowed on Interstates. Can obtain permit to be on interstate on a per job basis, monthly or annually. TxDOT will determine if escorts will be required depending on size and weight.
- Driving time – 12 hours maximum. Should not drive if on duty 15 hours or more. Must have 8 hours of rest between shifts. Max driving time is 70 hours in 7 days. With 24 hours rest can restart the 70 hour clock.
